CONSTITUTION

Article I- Name

The name of this organization shall be the Waco Basketball Chapter of the Texas Association of Sports Officials.

Article II- Purpose

The purpose of this organization shall be:

bulletTo provide a group of officials who have demonstrated an acceptable knowledge of the basketball rules and mechanics with the ability to interpret then accurately, intelligently and consistently
bulletTo encourage fair play and sportsmanship
bulletTo encourage a closer relationship among officials, school administrators, athletic directors, coaches, players and fans
bulletTo set and maintain a high code of ethics
bulletTo stimulate a professional attitude among its members in all aspects of officiating, both on and off the basketball court

Article III- Membership

The members of the organization shall be persons making application at the time prescribed by the Texas Association of Sports Officials (TASO) to the office of its Secretary/Treasurer in Austin, Texas and approved by the Board of Directors of the Waco Basketball Chapter.  Under no circumstances will any application for membership be denied on the basis of race, gender, creed or physical abilities.  However, any member who requires any type of special assistance is responsible for providing and paying for that assistance.  In addition, all members must be willing to assume and be responsible for the physical risks associated with a strenuous activity like basketball officiating and any costs that arise from these risks.  The Waco Basketball Chapter cannot be held responsible or liable for such costs since membership in this organization is entirely voluntary.

The members of the Waco Basketball Chapter shall be recognized as members only upon fulfilling the requirements of the Constitution and By-Laws of the TASO and those of the Waco Basketball Chapter as members in good standing.

The membership of the Waco Basketball Chapter shall coincide with that of the TASO beginning annually on April 1 and ending on March 13 of the following year.

Qualifications and guidelines for being a member in good standing of the Waco Chapter are as follows:

bulletA reputation considered being above reproach.
bulletAn acceptable knowledge of the rules and the mechanics of the game.
bulletPossession of membership in the TASO, showing all dues paid by an established date.
bulletPayment of such dues and assessments as prescribed by the Waco Chapter.
bulletAn ability to meet and pass any other requirements prescribed by the Waco Chapter as determined by the Board of Directors.

Qualification and guidelines for a NEW member to be in good standing of the Waco Chapter are as follows:

bulletA new member shall be defined as an official who is officiating for the first time in the TASO and has no prior officiating experience in a professional officiating organization. A new member shall be on probationary status during his/her first year.
bullet A new member must pass the written test on rules and mechanics as set up and administered by the TASO and the Waco Chapter.
bulletIf the Waco Chapter has questions about the physical ability of new members to officiate basketball, written permission from a qualified doctor must be obtained. Any new member must be willing to assume and to be held responsible for the physical risk associated with such a strenuous activity as basketball officiating. The Waco Chapter assumes no responsibility and cannot be held liable for such physical risks. Any new member not willing to assume the responsibility for such risk will not be accepted for membership since membership in this chapter is entirely voluntary.
bulletA new member must adhere to all other rules and regulations of the TASO and the Waco Chapter as stated in the bylaws.

At its discretion, the Board of Director may allow non-chapter members to work games and otherwise participate in the activities of the Waco Chapter. The board of Directors shall establish such other rules and regulations governing the status of these non-chapter members, as it shall deem appropriate.

Article IV- Dues

The Board of Directors shall determine the annual dues of all members of the Waco Basketball Chapter.

The annual dues of the Waco Basketball Chapter are due by the last day of February for the year following.

Policies associated with dues shall be incorporated into the bylaws.

Article V- Officers

The Board of Directors of this organization shall be comprised of the following officers:

bulletVice President- Training
bulletVice President- Programs
bulletAssignment Secretary
bulletAdministrative Secretary

Officers for the following year shall be elected no later than the last regular meeting of each season. The Board of Directors shall determine actual dates for the process of electing officers for the following year.

A nomination committee shall be appointed by the president and approved by the Board of Directors. 

The nomination committee shall make a nomination for each office. After the nomination committee submits its nominations, nominations may be made from the floor. The nomination committee’s report will be made no later than two meetings prior to the actual election date. Nominations from the floor will be received at the meeting prior to the annual election date.

The election of officers shall be by ballot prepared by the administrative secretary. However, if all officer positions are unopposed, the officers may be elected by acclamation of the membership.

The term of office for all officers, except president, assignment secretary and administrative secretary shall be for one (1) year. The term of office for the president, assignment secretary, and administrative secretary will be for three (3) years in order to allow sufficient time for these three officers to learn how to assign games, work with coaches, members, etc. and handle administrative duties of the chapter. Any officer may be re-elected for the same office or any other office. However, no elected officer may hold more than one office at a time.

All officers shall be elected by a plurality vote of those in attendance on the election date.

The president shall be the head election judge, assisted by three members of the nomination committee.

Candidates receiving a plurality of votes shall be declared elected and assume duties on April 1 of said year.

To be an officer in the Waco Chapter, a member must be in good standing with the Waco Chapter and TASO, must have immediate availability and daily access to a telephone, and must have been a member of the Waco Chapter for at least three (3) years.

Article VI- Board of Directors

The above named officers shall constitute the Board of Directors.

Article VII- Meetings 

There shall be a minimum of one (1) meeting a month during each basketball season. These meetings shall be held in October, November, December, January, and February. The Board of Directors shall select meeting date(s), time(s), and location(s).  The Board of Directors may add any additional meetings as required.  However, the schedule for the meetings will be determined prior to the first meeting and early enough so that all members may be properly notified of the first scheduled meeting and for all subsequent meetings.

Article VIII- Committees

There shall be the following committees:

bulletNomination committee
bulletTraining committee

Other committees may be appointed by the president as needed to carry on the work of the Waco Basketball Chapter.

The duties and responsibilities of each committee will be explained in Article 4 of the Waco Basketball Chapter Bylaws.

Article IX- Quorum

A quorum for transacting business for this organization shall consist of a majority of the membership.

Article X- Amendments

This constitution and the attached bylaws may be amended at any regular meeting of the Waco Basketball Chapter by a majority of the members voting, provided that the members have been notified at least two (2) meetings in advance of the meeting date in which the proposed amendment(s) are to be voted upon.
