BY-LAWSArticle I- Terms of OfficeAll officers, except the president, assignment secretary, and administrative secretary, shall be elected for a term of one (1) year. The president, assignment secretary, and administrative secretary shall be elected for a term of three (3) years. Any officer may be re-elected for the same office or another office. However, no officer may hold more than one elected office at a time. In case of vacancy in an office, the Board of Directors shall appoint someone to fill the unexpired term. Article II- Duties and Powers of the OfficersThe duties of the President shall be as follows:

Any officer may ask for assistance from any member(s) in good standing if that officer feels that assistance is required to adequately perform the duties of the elected office. Article III- Duties and Powers of the Board of Directors The president shall be responsible for calling Board of Directors meetings throughout the current year. The President shall serve as chairman of the Board of Directors. The Vice President-Programs shall perform the duties of the President in the absence of the President or the inability to act. The Board of Directors shall take the initiative and be responsible for:
The Board of Directors shall have the power to make full investigation of any and all alleged violations of the Constitution and these By-Laws of the Waco Basketball Chapter by any member. The Board of Directors, after consultation with the accused, shall have the authority to place on probation or suspension, any member from membership in the Waco Basketball Chapter for a period of one (1) year or less in matters concerning:
The Board of Directors must notify in writing any member charged with a violation for which probation or suspension is recommended. The notification shall state the applicable charges and specifically request the member to present at the Board of Directors meeting in which:
The Board of Directors shall be responsible for appointing qualified, experienced officials to conduct any needed observation and grading of working officials.
The Board of Directors may approve payment for part-time and/or temporary clerical assistance to be used by the assignment secretary at the time of peak work load in game assignments, subject to the fact that the assignment secretary must submit to the Board of Directors a requisition for payment, listing the name of the person to whom payment will be made and the estimated amount. Article IV- Duties and Responsibilities of CommitteesThe nomination committee shall be responsible for nominating a list of members in good standing for the Board of Directors positions to be voted upon at the election for said year. The training committee shall be responsible for assisting the Vice President-Training in the training and education of current members and new members through clinics, camps, leagues, etc. Article V- Regulations That Govern Each Member All dues for each year shall be payable as set forth above, except those set by special action of the Board of Directors. Any member who shall not have paid his dues or special assessments shall not be eligible to have his/her name listed on the local membership roster for the following year. Members in the military service shall be carried as non-active upon request, and they shall not be required to pay local dues until his/her return from service. Each member must wear the uniform prescribed by the TASO. Repeated failure to do is grounds for punitive action. When the official accepts a game assigned by the secretary, he must fulfill the game assigned. An official who is assigned a game and fails to show up for the game shall be fined the minimum charge for one (1) game. The fine must be paid within fifteen (15) days of notice and remaining games may be cancelled. Fees for working games will be the maximum governed by the schedule of fees listed in the Constitution and contest Rules of the UIL. The mileage fee payable to officials shall be equal to the maximum fee listed in Constitution and Contest Rules of the UIL. Game fees for junior high school games, tournament games and other non-varsity games are exceptions, and fees for such games shall be established by the Board of Directors to the extent same are not included within such schedule of fees. Members must attend all the chapter meetings unless working an assigned basketball game by the chapter or a college conference or representing the chapter at scheduled school or district meetings. The Board of Directors shall be empowered to establish an attendance policy and to enforce its provisions by appropriate action. The acceptance of membership in the Waco Chapter obligates each member to observe all regulations as set forth in the Constitution and these By-Laws. Members, however, are NOT guaranteed any amount of games, including playoffs, due to prior experience. Officials may not solicit or accept game assignments directly from coaches or school administrators. Any schedules or tournament brackets submitted to any official shall be immediately given to the assignment secretary. Members who leave the chapter with a good-standing status and then return the next basketball year or in the following years may re-enter the chapter at the status they achieved when they left. Members who do not pay their dues at the end of the season may pay their dues plus reinstatement fee at the beginning of the next basketball season. These members will be assigned games that have not already been assigned to the members who paid their dues at the end of the previous season by an established date. Members who leave the chapter during the basketball season and then wish to re-enter during the same season shall meet with the Board of Directors to explain their reasons for leaving and then desiring reinstatement. The Board of Directors shall then make a decision as to the status of the member. The Board of Directors of the Waco Basketball Chapter will make all decisions on reinstatement not covered under the preceding guidelines of this article. These will be considered on an individual basis. Article VI- TransfersAll members of the TASO transferring from other local chapters will be considered for membership in the Waco Chapter in keeping with the following procedure:
An official seeking transfer into the Waco Chapter from a professional officiating organization outside the TASO must first become a member in good standing of the TASO. Then, the same procedure for transfers listed in Section 1 will be followed, with the exception that he/she must have two (2) letters of recommendation from qualified officers of the professional officiating organization in which he/she was a member. All transfers must adhere to the rules and regulations of the TASO and the Waco Basketball Chapter. Article VII- Contracts It will be the policy of the Waco Chapter that game assignment contracts may be used at such time that the Board of Directors and/or the Waco Chapter membership feel they are necessary.
